Hearing impairment or hard of hearing or deafness refers to conditions in which individuals are fully or partially unable to detect or perceive at least some frequencies of sound which can typically be heard by members of their species. Use of the term impaired implies that deafness presents an inherent disadvantage to an animal, a view that is rejected within the Deaf culture movement, where the terms Deaf and hard of hearing are preferred.

How can a Deaf person get a grant to start their own business?
Q. I used to be hearing, I was a certified sign language interpreter for 28 years, until last year when I went deaf. I can no longer interpret, obviously, and for my own financial stability, would like to start a small business utilizing my and my husband's crafts (we are both quite talented--myself with soft sculpture, sewing and quilting, he with welded art and woodworking.) I would like to know what is out there in the way of grants that would help me get started. Any suggestions?

A. There are a number of government grants available to the disabled -- but not for starting a business. It is hard to find grants to start a business -- whether male or female, whites or minority, abled bodies or disabled bodies. Unlike the myths that some perpetuate, federal government and even private foundations hardly give grant money for a for-profit business. Nonetheless, you can go to the Catalog of Federal Domestic Assistance (CFDA) and Grants.gov - these are two sites created by the federal government to provide transparency and information on grants. Do deaf kids have to go to special schools or can they go to public?
Q. Can a deaf child go to public schools? Are there programs in ALL public school districts for people with disabilities? If not, what special schools are available? And are there any websites to find out? She will be 4 yrs old soon.

A. Children who are four years old and hearing impaired should be receiving education in the public schools already. They are usually working on sign language, etc. so that they can enter a regular kindergarten classroom with the assistance of an interpreter and assistive technology (computers that help people with disabilities). To receive this in the states, just call your local school system and ask for the special education department. If you get a bunch of dead ends, write a letter to the superintendent and send it certified. I'm sure you'll get a phone call ASAP. It's the law and you have a lot of rights.

How can I make communication with my deaf friend easier?
Q. I am a sophomore in high and I have a deaf friend. We often text each other and when we are at school I talk to her normally and she usually signs to someone what to tell me. I find that we struggle to communicate when it is just us two. I do not know ASL and can't sign back. I want to be able to communicate with her better. Any suggestions?
